This briefing paper provides a look at humanitarian information gathered through the 'Who does What Where' (W3) survey for 2004. This was initiated by the Eritrean Refugee and Relief Commission (ERREC) and UNOCHA in 2001 to gather essential information on emergency/relief, recovery and development projects in Eritrea.

The survey illustrates the range of projects that are undertaken by diverse international and national agencies in the context of the humanitarian, recovery and development response as reported by the agencies.

How this Report is Organised

The report lists all reported projects, into relief, recovery and development based on the nature of issues they address.

The report also groups the projects by their status into three groups based on whether they are in approved and awaiting funding; under implementation; or completed stages. Within each group, projects are listed by primary sector, although many might contain multilateral elements.

Since many projects have a span of more than one year, the start and completion dates have been indicated for most of the projects. For such projects, the budget part anticipated for the year 2004 has been shown.

The report also includes charts that show a breakdown of projects active during 2004. The funds reflected in the charts however are not necessarily resourced in 2004; the charts and tables should therefore be viewed with this in mind.

Sectoral Breakdown

Six agencies have been active in the food aid sector in Eritrea. The three main are WFP, CRS and Mercy Corps International. Food aid represents almost 66% of all assistance in the W3 database. (See chart below). One hundred ninety three projects in the non food sector comprised of 34% of the total funding in 2004.
